File a PTA Complaint: Every Channel [2026]

A pta complaint works when it goes through the right door in the right order. File wrong and nothing moves; file in sequence and the law’s clocks start running.

Quick answer: pta complaint

  • Step one: complain to your operator first (the law’s two-step rule); fraud and illegal SIMs go straight to PTA.
  • Fastest door: the CMS at complaint.pta.gov.pk or helpline 0800-55055 (9 a.m. to 9 p.m., free).
  • SIM issuance complaints: SMS 8866 or simcomplaints@pta.gov.pk.
  • The clocks: operator answers in 3 working days; PTA acknowledges in 3 working days.

Operator First: The Rule and Its Exceptions

The ladder is law, not advice. Regulation 12(1) puts the operator at the first instance, and PTA’s January 2026 two-step procedure repeats it: contact your operator and keep its complaint number, date and time. Under regulation 14(1) the operator must allocate a unique complaint number and redress the grievance not later than three working days.

Step two is PTA: file when it stays unresolved, the operator failed to register it, did not act in reasonable time, or answered incompletely. Three lanes skip the queue: illegal SIM issuance goes straight to the Monitoring Cell (and triggers the criminal lane, PECA section 17); spam to 9000 with the spammer’s number and message; grey traffic to 8866.

Three caveats. The 8866 and simcomplaints@pta.gov.pk pair dates to PTA’s 21 November 2014 Monitoring Cell release, none recently republished; printed with its origin stated; tracked complaints belong on the CMS. RAABTA is confirmed as guidance; claims it files complaints in chat are competitor-described only. complaint@pta.gov.pk is the regulation email; spam never goes to an inbox.

The CMS Walkthrough

The portal’s flow, as read from its own code in September 2026: a profile is required, your mobile registered against your own name and CNIC, verified by OTP. Pick “Against Service Provider”, then fill City, Service Provider, Service Type, Complaint Nature, Number / Device Against and a Complaint Summary. Attachments: PDF, PNG or JPG up to 5 MB.

Submitting issues a complaint number starting with “PTA”; status by that reference number is confirmed by PTA’s own FAQ. The portal states a response within 48 business hours (reported). The trap: if your only number is faulty, OTP registration may be impossible, and the helpline registers the complaint for you.

What the Law Promises: Timelines

PTA must acknowledge your complaint with a unique number within three working days (regulation 15(4)) and forwards it to the operator (15(5)). The operator reports redressal to you and PTA simultaneously within the per-case time limit PTA specifies (15(6)); no single number of days is fixed. PTA disposes by order (15(7)); if the operator stays silent, it may hold a hearing and pass an order binding on both parties (15(8)).

Regulation 15(3) lists a filing’s contents: your name and address; the operator’s name and address; the nature of the complaint with brief facts; a copy of the service contract, if available; proof of your previous complaint to the operator; and the specific relief you seek. In FY2024-25 alone: 166,046 received, 164,249 addressed. And no published total resolution deadline exists; per-category timeframes printed elsewhere are invented.

If PTA Does Not Fix It

A grievance against PTA itself goes to the Wafaqi Mohtasib (maladministration by federal agencies). Filing is free, no lawyer needed: mohtasib.gov.pk, its app, email, post, or helpline 1055. Its brochure states cases are decided within 60 days; sub judice matters are excluded.

The neighbouring lanes: a crime goes to the NCCIA on 1799 or complaint.nccia.gov.pk, not the abolished FIA wing. Money lost to a bank or wallet failure goes to the provider, then the Banking Mohtasib or SBP Sunwai (the SIM bank fraud guide). A wrong CNIC record is NADRA’s to fix.

FAQs

Do I have to complain to my operator first?

Yes: regulation 12(1) and the two-step procedure put the operator first. Exceptions: it failed to register, did not act, or replied incompletely; illegal SIMs, spam and grey traffic go straight to PTA.

How can I file a complaint with the PTA?

The CMS at complaint.pta.gov.pk or the app, with your operator reference number; 0800-55055; complaint@pta.gov.pk; or in person or by post to PTA HQ.

How do I check my PTA complaint status?

By the reference number from when you filed, on the CMS portal or app; PTA’s own FAQ confirms it.

Is filing a PTA complaint free?

Yes: the CMS and app are free, 0800-55055 is toll-free, and the Mohtasib is free too.

Can I file a PTA complaint without creating an account?

Walkthroughs describe a required OTP-verified profile, so no-account filing is unverified. If your only number is faulty, the helpline files it instead.

What documents are required for a PTA complaint?

The six contents in regulation 15(3), including proof of your operator complaint and the relief sought. Evidence attaches as PDF, PNG or JPG up to 5 MB.

How long does PTA take to resolve a complaint?

The operator answers in three working days; PTA acknowledges in three, then sets the operator’s per-case deadline. No total deadline is published; the portal states 48 business hours (reported).

Can I complain about an unauthorized SIM?

Yes, straight to PTA: 8866 or simcomplaints@pta.gov.pk to the Monitoring Cell, helpline or CMS; it is also what makes the PECA section 17 offence actionable.

Can PTA provide another person’s SIM owner details?

No: the checks (668, portal) return counts on your own CNIC only, never another person’s numbers.

PTA complaint kaise karun, pehle operator ya seedha PTA?

Pehle operator ko complaint karein, reference number lein. Teen working days me hal na ho to complaint.pta.gov.pk par PTA complaint karein ya 0800-55055 par call karein. SIM fraud par seedha PTA: 8866, simcomplaints@pta.gov.pk.

Conclusion

The system rewards sequence: operator first, reference number kept safe; then a pta complaint on the CMS with the regulation’s checklist inside it, the clocks running; the Mohtasib behind PTA if none comes. Fraud skips the queue. PTA never asks for passwords or OTPs; a caller who does is a scammer.
