SIM Limit per CNIC: 8 SIMs & the Myths [2026]
Ask ten websites the sim limit per cnic and you get four answers: 8 SIMs, 6 SIMs, a flat 5 SIMs and 25 SIMs. Only one matches PTA’s FAQ and its Supreme Court order: one number, two buckets.
Quick answer: sim limit per cnic
- The limit: 8 SIMs per CNIC for personal use: 5 voice SIMs + 3 data SIMs, combined across all operators (PTA FAQ).
- The buckets: voice and data never convert.
- Since: the Supreme Court order of 5 November 2015.
- Not the limit: 25, 6, or flat 5, all busted below.
The Rule: 8 SIMs, Two Buckets
PTA’s FAQ answers “How many SIMs I can buy against my CNIC?” with a total of eight (08) SIMs per CNIC (5 voice SIMs + 3 data SIMs) for personal use. Dawn restated it on 26 December 2025. The cap sits on the CNIC: a sixth voice SIM breaches it on any network.
A data SIM is the data-only connection in an MBB device, USB dongle, MiFi or tablet: it counts, even forgotten in a drawer, until removed. A relative’s SIM counts too, including one used abroad; only a transfer frees the slot. First, count yours: how many SIMs are on your CNIC.
How the Limit Got Here: 10, 5, Then 8
The loose era ran on 10 SIMs against one CNIC. On 21 May 2012, in Balochistan law-and-order proceedings, the Supreme Court cut it from 10 to 5, worded “whether from one or more service providers” (Business Recorder): the origin of the combined cap, and why stale guides print 5.
Zong (CMPak) petitioned in June 2015, arguing the cap throttled its $560 million investment and 4G licence. Security agencies wanted 5 kept during the National Action Plan; three meetings, no consensus. On 5 November 2015, Chief Justice Anwar Zaheer Jamali, Justice Amir Hani Muslim and Justice Umar Ata Bandial allowed 5 voice plus 3 data and authorised PTA to raise data SIMs later. Its reported codification, S.R.O. 1193(I)/2017, is single-source.
At the Cap: What Happens at the Counter
Enforcement sits at the point of sale. Counter practice, reported consistently though PTA states it nowhere: at 5 voice the sixth voice SIM is refused, at 8 total the ninth, until a slot is freed by disowning or transferring a SIM. A refusal below 8 is not proof of the cap.
Two traps: a SIM inside its 365-day ownership lock cannot ordinarily be disowned, so it cannot free its slot (365-day SIM rule guide). And blocked is not removed: the record and its slot stay until the operator removes the SIM; PTA publishes no general rule.
Special Cases: Foreigners, Minors, the Deceased
Foreign nationals were restricted to two SIMs per identity document by a March 2015 National Action Plan decision (Business Recorder): not a current printed rule; its force today is unverified. Their checks run on the portal’s Foreign ID tab. Enforcement: 2.1M of the 18.2M blocked sat on Afghan ACC and PoR cards.
Minors get a CNIC at 18. One guide, citing PTA, reports an under-18 can buy where NADRA holds their biometrics (single source); the B-Form guardian route is unverified. In practice, children’s SIMs sit on a parent’s CNIC and eat its voice bucket. The deceased keep their own record: 60-day transfer window, then blocking (903,230 deactivated, January to July 2026), never consuming a living person’s 8. Corporate bulk purchase (Regulation 6) reportedly sits outside the cap.

The Myths: 25, 6, 5 and the Fake Notification
25 total, 5 per operator (and its 20 variant) multiplies a figure PTA has never set; the cap is one per-CNIC total, as since 2012. Cut to 6 is in no FAQ or regulation; the 31 December 2025 notice set no limit. Flat 5 was the whole cap only from 2012 to 2015; today it is just the voice bucket.
The fake five-SIM notification, posted on 18 August 2025 with PTA’s logo, warned five SIMs in one phone in a month would get its IMEI blocked. Geo Fact Check rated it False; PTA Director Communications Zaib un Nisa denied it, and Jazz said no mechanism restricts SIMs per device. It confused a device with a CNIC.
