Biometric SIM Guide: Steps, Failures, Scams [2026]

Every biometric sim journey in Pakistan starts with your thumb on a scanner at an authorised counter, matched live against NADRA before it can work. This guide walks the whole journey: the counter, the transactions, the failure ladder, and the online scam.

Quick answer: biometric sim

  • Where: only an operator service centre, authorised franchise or registered retailer.
  • Bring: original CNIC; foreigners, passport and visa documents.
  • The scan: free; the SIM, Rs 200 minimum.
  • Online biometric: does not exist; any app offering it is a scam.

At the Counter: The Walkthrough

Only three outlets may sell you a SIM, per Zong’s published PTA guidelines: the operator’s own customer sales and service centre, an authorised franchise, or a registered retailer. Bring your original CNIC; no photocopies. Foreigners bring an original passport with valid visa, POC, NADRA ID or POR card; the seller keeps a copy. An expired CNIC will not work.

The seller enters your CNIC number and checks eligibility against the limit of 8. You choose a number and scan your finger on the designated scanner; the impression goes with your CNIC number to NADRA, with the operator ensuring verification within 24 hours. If NADRA does not verify, the seller states the reason and directs you to NADRA. Your impression is your consent; without it, no activation. The scan carries no PTA fee; the SIM carries the Rs 200 minimum price (7 December 2016 Determination).

What Needs a Scan (and What Does Not)

The same procedure covers these transactions; these actions never touch it:

TransactionBiometric?
New SIM, prepaid or postpaidYes
Duplicate or replacement SIMYes
MNP port-inYes, in person to complete
Change of ownership or transferYes
Disowning a SIMYes
eSIM issuance or conversionYes
Recharge and bundlesNo
668, portal and 667 checksNo, registry lookups
DIRBS device registrationNo

Two services look online but end at one: Telenor WhatsApp orders (biometric verification at delivery, 20+ cities) and ONIC orders (pickup biometric). The eligibility step is the count: see the SIM limit per CNIC.

When the Scan Fails: The Ladder

Start at the counter: wash and dry your hands, let the seller clean the scanner and retry; dirt, moisture and worn prints cause most failures. Next come other fingers, but you do not choose them: MBVS randomly selects two different fingers and checks liveness. If the record is stale, update your data at a NADRA centre: fingerprints, photo and iris, free of charge.

PTA names three causes: old age, amputation and allergies. For those, an alternate process runs only at customer service centres and selected franchises: 70,871 SIMs issued from January 2025. Newest: NADRA’s facial verification certificate: Rs 20, valid 7 days, QR-verifiable, live since 20 January 2026. Counter facial scanning is still one Zong pilot kiosk (dual biometric guide).

The Online Biometric Scam

The rule first: verification needs a physical, registered device at an authorised outlet and your live finger on it. It cannot happen online, by app, by camera or by SMS. PTA warns that fraudsters harvest thumb impressions: free SIM cards, fake financial aid, free minutes or balance, and fake tools with invented statuses. NADRA’s remote services serve other government work, never SIMs.

The industrial end is documented: in the October 2026 SIM-swap cases, bulk-harvested prints produced duplicate SIMs and drained accounts; PTA fined the operator Rs 77.8 million per case under Regulation 4(4). Raids from January 2024 to August 2026 seized about 602,000 paper-based fingerprints. Scan only for your own transaction, watch activation in your presence, confirm the SIM handed to you is that SIM, and never pay for an online scan.

Special Journeys: eSIM, Deceased Transfer, Foreigners

An eSIM follows the same rule: biometric before activation, QR after registration. Issuance or conversion is capped at Rs 1,500 including taxes from 17 August 2026.

A deceased person’s SIM transfers to relatives only, with documents. Zong’s official list: the original death certificate, the original FRC, the transferee’s valid original CNIC (expired is not accepted), the SIM or an FIR if lost, a last recharge check, and a signed NOC. Expect the transferee’s fingerprint inside the 60-day window; check your operator first. Foreigners: counts are checked via 668 or the portal.

FAQs

Can I do biometric verification online?

No. It needs a physical registered device at an authorised outlet and your live finger; every site or app offering it is a scam.

What documents do I need to carry along for verification?

Your original CNIC; photocopies are not accepted. Foreigners: original passport with valid visa, or Pakistan Origin Card, NADRA ID or Proof of Residence card.

How long does it take to take biometrics?

The operator must ensure verification within 24 hours; on failure the seller gives the reason and directs you to NADRA.

Is there any charge for biometric verification?

No published fee for the scan. SIM minimum Rs 200; eSIM issuance or conversion capped at Rs 1,500; facial certificate Rs 20.

What are the reasons for fingerprint verification rejections?

Worn prints, dirt or moisture, skin damage, a dirty scanner, or a stale NADRA record.

My fingerprints do not match. Can I still get a SIM?

Yes: other fingers, the free NADRA data update, the alternate process at a CSC or selected franchise, or the Rs 20 facial certificate.

Which SIM transactions need biometric verification?

New SIM, duplicate or replacement, MNP port-in, change of ownership, disowning, eSIM issuance or conversion. Recharge, bundles, 668, portal and 667 checks need none.

Can another person complete my biometrics?

No. The live fingerprint must be the CNIC holder’s own; a transfer registers the new owner’s, both parties present.

Can I transfer my SIM on someone else’s name?

Yes: both parties attend an authorised outlet with original CNICs, and the new owner’s fingerprint registers it.

Meri biometric verification online ho sakti hai?

Nahi. Biometric sirf authorised outlet par physical device se hoti hai; online dawa scam hai.

Conclusion

One thumbprint at an authorised counter is the system: a biometric sim needs no website, app or agent. Bring your original CNIC, use the ladder on failure, and treat every online biometric offer as the scam it is. The system behind the scan: our PTA SIM verification guide.
